Just came across this brand by Designer Jessie Randall. Launched in 2005, Jessie did a holiday collection collaboration with Target back in 2007. In 2009 her company was among the top 500 fastest growing private companies in America according to Inc Magazine. Quite impressive growth in 5 years!

So it seems you can't buy them, but rather knit them yourselves. Every pair of rain boots and booties come with a free pattern.
